What is the Client Assistance Program (CAP)?

A Federal /State Funded Program designed to ensure that persons with disabilities can:

  • Access services from Vocational Rehabilitation programs.
  • Understand their rights and responsibilities throughout the entire vocational rehabilitation process.
  • Achieve person centered career goals that maximize talents, interests and capabilities.

Who Does the Client Assistance Program Serve?

New Yorkers with disabilities who are consumers and/or applicants of:

  • Vocational and Educational Services for Individuals with Disabilities (VESID)
  • Commission for the Blind and Visually Handicapped (CBVH)

How Can CIDNY's CAP Staff Help Me?

Work together with VR counselor to help identify specialized services you may need to complete your employment objectives.

  • Help speed-up unnecessary delays.
  • Ensure that your eligibility to the program is properly evaluated.
  • Work with your VR counselor to mediate consumer complaints.
  • Resolve services denials.

What if I Negotiation is Unsuccessful?

  • CAP will continue to protect your rights under the Vocational Rehabilitation Process by representing you through an informal and/or formal appeals process, such as an Administrative Review, Mediation or Impartial Hearing.
  • Ensure application of VESID Policy 105 for due process.
